In order to review the division of political power in the United States it is first divided between the state government and the federal government (federal government), the federal government has limited scope of political authority; and the power of the federal government is divided into three separate (Power distribution); and finally the legislative power is divided into two houses and each house must obtain the consent of others to pass the law. Another reason to have two members of the House of Representatives is intense competition for the Congressional representatives at the Constitutional Council. Representatives of major powers believe that representatives should be populations that will give more representatives to their country, but small countries think that each country should have equivalent representatives .

Federalism is a complex government system in which a single central government or "federal" government is combined with municipalities such as states and provinces within the political union. In this case, federalism can be defined as a system of government where power is distributed between two equal governments. For example, in the United States, power is divided between the central government and the state and local governments through a federal system developed under the Constitution of the United States of America.
