Failure of Environmental Conferences in Addressing the Issue of Environmental Decline

For example, the (Stockholm) conference declaration states that everyone has the right to a clean and healthy environment. However, few countries have a legal framework to consider the environmental law as a human rights issue. Most citizens can not sue their government as infringing the right to a clean environment. Therefore, the multilateral environmental treaty adopts a more realistic approach to environmental law.

Since the early 1970s, the United Nations (UN) has provided key forums for international negotiations and consensus on environmental policy and goals. The Stockholm Conference in 1972 was the first international conference on environmental issues, followed by the UN Conference on Environment and Development in Rio de Janeiro in 1992 (UNCED) Summit and the meeting in Johannesburg in 2002. The United Nations also held a special conference on climate change, such as Kyoto 1996 and Copenhagen 2009.
