Culture is closely related to community development, especially in the Pacific community, community development is based on cultural knowledge, not westernization theory. Community development incorporating cultural values and beliefs also encourages community empowerment. As a health promoter, we will use cultural values and beliefs in the community to help local communities develop and use cultural values and beliefs when integrating health promotion programs into the community It is necessary to understand.
Social and cultural factors: In some communities, culture may directly affect people's participation in development projects. The Afghan community is one of them, and this culture is a big challenge for the participation of ethnic minorities, especially women. Likewise, Cohen and Uphoff (1980) suggested that in a compressed model of people's participation in rural development, culture is one of three major tasks that affect people's participation in development programs ing. In some cases, in addition to all these factors, people do not want to participate in development projects.
Clearly there are similarities between successful community management programs and community development practices. Community development practices are internationally recognized by the United Nations (Kenny, 2011) and the World Bank and are now part of mainstream development practices (Mansuri & Rao, 2004). Practice of community development is based on bottom up type development. In other words, those affected by future decisions should have the power to manage or influence those decisions. It is to ensure that local people are involved and to make sure that decisions affecting their community decisions are made. Its purpose is to achieve "self-mobilization and ownership" within the community (Kenny, 2011, p.188). Community development also refuses to look at the deficits of 'problematic' communities (Kenny, 2011)
Community perspective In fact, all health problems and community problems are affected (or directly) by economic, social, political and / or environmental factors at the community level. If you do not address these factors, you will not be able to solve your concerns. Participatory Planning and Community Ownership Programs that are directly affected by the initiative of the community or that include programs that benefit from community initiatives are more effective than communities' The possibility of reflection will increase. In addition, the participatory nature of the Healthy City / Health Community framework means that the citizen himself creates initiatives and targets for the community. These initiatives and goals are theirs - they are not imposed by the authorities or external 'experts'. Therefore, their commitment to processes and goals increases the likelihood that they will support and work on the results they have chosen.
