Immunization is one of the greatest achievements of public health. But the moral dilemma lies in the balance between individual autonomy and the selection and protection of the entire risk group. Although vaccines are readily available in most parts of the world, the validity of vaccination requirements, including statutory vaccination during public health emergencies and more regular hospitalization, is still controversial . This article describes ethical issues related to vaccination requirements in the context of history and current vaccination program activities. The five major program areas of immunization planning have been identified in order to minimize the inconsistency between related ethical principles in the development and implementation of vaccination requirements; ie 1) current prevention in the relevant health jurisdiction Review and evaluate the inoculation mission 2 Increase use of mandatory vaccination strategy 3) Tackle the safety issues of parent / guardian vaccine 4) Increase public awareness of the risk of preventable disease 5 ) Promote public understanding of collective immunity We recommend that strengthening these program focus areas increase public acceptance of vaccination requirements.
