If the total transition - ED is insufficient, we will transfer the SFGH emergency department (ED) in total.
2. Stopping delivery of EMS If more than two emergency departments are opened, EMS will stop delivering to all receiving facilities for 6 hours.

4. Transfer end - The decision to terminate the transfer total is reevaluated every hour by the administrator, nurse in charge and participants.
