Educational reforms include planned changes in the way schools and school systems operate, from educational methods to administrative processes. Land evaluates the school reform model, carries out case studies of individual schools and school systems, identifies areas where there is room for improvement, emphasizes best practices and effective reform efforts.

Educational reform is a name that changes the goals of public education. Historically, reform has taken different forms. Because the reformers' motives are different. However, since the 1980s, educational reform has focused on changing existing systems from input-oriented systems to output-oriented systems (ie, achievement of students). In the United States, educational reform recognizes and encourages public education as a major source of American youth K-12 education. Education reformers want to introduce public education (in the form of input / output systems) into markets that create high risk from curriculum standards related to standardized tests. As a result of this input / output system, equality is conceptualized as an endpoint, which can usually be proved by gaps of achievement between different groups. The conceptualization of this kind of educational reform is based on competitive market logic

To the best of my knowledge, the United States is always at the forefront of educational reform. Educational reform is an expected goal of changing education and is regarded as social welfare. Although most educational reforms are taking place at the local level, since the emergence of compulsory education in 1918, educational politics has been closely tied to the provincial, state and federal educational politics. Currently, the politics of educational reform are directed towards the need for more school choice. Educational reforms are part of the trend toward privatization of large-scale public enterprises, especially in the management, financing and organization of public school systems. The urgent issue surrounding educational reform is the theme of school selection. School choice depends on market-based reforms such as private schools, charter schools, student financing, flexibility of school management, and follow-up of student financing processes (Whitehurst, 2015).

General school education reform The main driving force of educational reform in the latter half of the 20th century was the administrative department of the Ministry of Education, Culture, Sports, Science and Technology, County Board of Education, and the Institute for Private Education. The school itself did not function as an incentive. However, at the turn of the century, Shinagawa Ward in Tokyo and Kure City in Hiroshima Prefecture have transformed elementary and junior high schools into a nine-year comprehensive college and implemented education based on it. This is the beginning of school reform. It also shows that the direct involvement of the municipal office has made the school start educational reform. According to these initiatives, social surveys have been incorporated into reforms different from existing research courses.
