I would like to express my respect for all who participated in the 3rd National Boy Scout Conference. Three years ago, I visited Valley of Fudge, Pennsylvania. I attended the 2 nd National Convention on 4th July. This is an unforgettable experience. I will never forget the enthusiasm and dedication that seems to be full of camps. I learned the real lesson, the meaning of brotherly love, solidarity and aid spirit.
Of course, the Boy Scouts movement continues to progress. It enriches our country every year and generously contributes to the economic, material and spiritual resources of the country. So I am particularly pleased to congratulate all those responsible for this great achievement.
To my knowledge, this large camp has in addition to the other 16 countries, there are Boy Scouts, explorers, and scout leaders in Hawaii, Alaska, Puerto Rico. Each one of you creates new friends, master new skills and highly appreciate new value.
And perhaps you will get new insight on the breadth and complexity of this country and the world. But I believe that you will reaffirm the necessity of cooperation in our country and the world when you meet and talk with the Boy Scouts. The relationship between common goals and common ideals can unite people even if they come from the most distant and diverse places
Even if you do not learn anything else, you leave the new wisdom of Owen Ranch.

The National Scout Carnival is a collection of scouts and adventurers from all over America. It is usually held every four years to make some adjustments in a special year, such as the 2010 National Scout meeting to celebrate the BSA Centennial. The first carnival was held in Washington DC's Washington Monument in 1937. Ever since then, delighted people have been held in various places. Since 1981, carnival was held at A.P. Hill Fort in Virginia. In 2008, the BSA had a permanent place for future carnival, advanced adventure programs and training. The Summit Bechtel Family Scout Reserve close to Beckley in West Virginia has become a permanent place for the 2013 National Scout Camp.
The Scout Movement was founded in the UK in 1907 and is now available in more than 160 countries worldwide. In a big camp in this country, the Boy Scouts of the United States invited dozens of scout representatives and invited, and delegation from more than 40 countries accepted the invitation.
