The Ministry of Foreign Affairs recently circulated the "Diplomatic Code of Conduct for Diplomats" and will affect mainly the Kathmandu diplomats if fully implemented. However, if the experience is some guidance, the code will be more faithful at the time of the violation. Clearly, the Wine Convention on Foreign Relations in 1961 was implemented in 1964 to regulate diplomatic behavior in various countries. Prior to this, the Vienna Conference in 1928 and the Diplomatic Convention signed in Havana in 1928 established the basic rules for diplomatic action.
We introduce the word "diplomatic pouch" and give us a big question about diplomatic conduct codes. The concept of former diplomatic bag was used to allow foreign workers to keep secrets during official visits. This ultimate secretive policy becomes important when a diplomat confronts an unfriendly territory. In addition, diplomats can gain clear confidence to enable free exchange between diplomats and their contributing countries. But this generous trust brings about simple abuse. The British Foreign Relations Committee declared, "It is the only way to check if diplomatic bags contain prohibited items."
By definition, diplomats are negotiators. You can conduct diplomatic negotiations through persuasion and compromise, incentives and pressure. During negotiations, diplomats must coordinate between contradictory interest groups. A major obstacle in all diplomatic negotiations is that you can not understand foreign mental spirit and value system. Due to the development of communications and increased use of multilateral diplomacy, the role of diplomats in international negotiations is not as important as their achievement.
In many cases, international relations among countries are determined by the quality of the government and the power of diplomats, and the policy is planned for the state to decide by diplomats. The diplomat dictionary means "those officially negotiated by the government and appointed to maintain political, economic and social relations with other countries". But here is one point, no one should know about diplomats. Diplomats do not mean that they must be employers of the government, and citizens of other countries can act as diplomats. When showing their perspective on the image of the country, on the contrary, the state shows that their policies affect the lives of people in other countries.
