Hill and Jones (1993) pointed out that the most basic controversy surrounding positive behaviors may be its definition (p. 346). Beckwith and Jones (1997) argues that the key to solving this problem is to return to the "original definition" prescribed by President Johnson's presidential decree (page 42). In 1965, President Lyndon B. Johnson proposed the concept of positive behavior first and signed Presidential Decree 11246 (Cahn, 1993, p. 212). Last year, according to the 1964 Civil Rights Act, the court was approved to allow appropriate positive measures to eradicate discrimination. However, Presidential Decree took a more specific approach and demanded federal contractors (based on the smallest scale) to act as active employers. An aggressive action plan will be issued and implemented under federal supervision (Tomasson et al., 1996, pp. 12-13).
