Description of English Language Learners

According to "Education Reform Glossary" ("English Learners", 2013), English Learners (ELL) is a student who is not proficient in speaking and learning English and often has family and backgrounds other than English. Experts or revision guidance for English and academic programs is usually required. Immigrants account for 13% of the US population, of which 13% of the population, many have children who speak their mother tongue.
