Russia and China face unique obstacles in political and historical contexts, as countries following the communist aim to modernize and adopt democratic regimes. The main conclusion of this paper is that economic liberalism and political liberalism are closely related, and economic liberalization promotes democratization. Therefore, the lack of economic liberalization (not excessive) brings Russia's democratic deficit and is one of the main barriers to Russian democratization.
There are two different forms of democratic destruction in the world. The first is to concentrate on the hands of strong men, as seen in Russia, China, Turkey, Venezuela, and the Philippines. Secondly, as seen in the United States and Europe, power is passed from elected leaders to administrative bureaucrats, and even cultural elites.

As an inexpensive way to spread information on a global scale, the Internet is becoming an enemy of authoritarian government everywhere from Russia to China. It will play a role in the activities of the democratic movement, liberalize its political regime to China, and will allow China to acquire information acquired by Beijing from the masses. Today, information flows through the Internet to countries through CD-ROMs distributed between student groups and other democratic supporters, and through fax machines and mobile phones.
