In this study, we compared intensive teacher course (35 hours) and restricted practice (13 hours) throughout the year. This was designed based on the research results of effective professional development of the teacher. Both courses were developed to innovate reading instruction at elementary school. Fourteen junior high school second graders and six fifth grader teachers participated. The results showed that the two conditions are equally effective in altering student reading comprehension, reading comprehension, reading comprehension strategy use and recognition of self-efficacy. The experience of the teacher in the professional development course is also equal in both cases. It shows that there are major differences, but teachers participating in limited vocational training courses are experiencing more work to solve innovation.
