Compared with non-state predecessors, the most obvious influence of the nation state is to create a unified national culture through national policy. The model of a nation state means that its population constitutes a country combined by a common lineage, a common language, and a common culture of several forms. Because there is no unity within the implicit, the nation state often tries to create it. It promotes unified languages through language policy. Establishing a relatively unified curriculum in the national primary education system and secondary school is the most effective tool for Japanese language communication.
