In the mid-1980s, Ecuador adopted the drug-prohibited policy proposed by the US under the guidance of President Leonares-Codro. In cooperation with the United States, Ecuador acquired a US tariff exemption. In February 1990, the United States held the Cartagena Drug Summit in hopes of continuing the progress of drug warfare. The four countries of the Andean region, Peru, Colombia and Bolivia were invited to participate, Ecuador was obviously absent. Two of the three countries, Colombia and Bolivia, participated in the Andean Trade Preference Act in 1992, later known as the Andean Trade Promotion and Drug Abatement Act. Ecuador and Peru will eventually participate in ATPA in 1993. This bill unifies the region in order to revitalize the economy through narcotic warfare and exemption from tariffs.
