History and geography Portage des Sioux, a small river town near the confluence of the Mississippi and Missouri Rivers, settled in 1799 (Mincke, 2004, p.13). The first base dates back to 1805, when Lewis and Clark began exploring the Missouri River for a year (Mincke, 2004, p. 24). In 1975, Charles City County County North District branch opened the first branch - a self-contained school building (Saint Charles City - County Library County, 2010) at the southern end of the town.
District and Community College District Public Library: These libraries can be created as a service community in a district or community college district as defined in county and municipal libraries. These are appointed by a sponsored district and are managed by a committee consisting of five, seven or more members appointed at their own discretion. Funds are provided by special property tax and donation from the area. County, City, and Library Service Areas Public Libraries: These libraries can be opened at the request of county or municipal administration agencies, or voters. In all cases, approval is required for referendum. The library is managed by a committee consisting of five to fifteen members appointed by a government sponsored by the government. North Las Vegas Library Area: This area was created by a special bill and resolution of North Las Vegas City Council. It may be managed by the City Council itself or by a designated Trustee Commission paying through a special property tax equal to the tax rate imposed in the Las Vegas - Clark County Region. Public libraries are reported in the FSCS census, whose legal ground code is "library of municipal, enterprise or association". These libraries form a company by will, gift or bequest. They are open after receiving a gift at a town gathering or a city administrative institution. These libraries are governed by the provisions of the company's articles, but elected cities or elected members of the town are elected by citizens to serve the Council. Two public library districts, the Spokane Public Library (City) and the Spokane County Library District meet the general educational needs of local residents. Founded in 1904 by philanthropist Andrew Carnegie, the Spokane Public Library System consists of a Downtown library overlooking Spokane Falls and five branches. This special collection focuses on the inland history of the Pacific Northwest, such as reference books, magazines, maps, photographs, other archival materials, government documents, etc.
