"Community" is an amorphous term if it is used synonymously with "group". Individuals are members of many groups and are therefore part of many communities. School is a community. The community is a community. The city is a community. My profession is a community. The church is a community. Therefore, the school is a) community, b) entity within the larger community, and c) smaller community within that community. That means too much, the community makes little sense. School discussions about the relationship with the community. This indicates that the school is different from the community. Indeed, the school exists in a series of overlapping communities and can act as a community by itself. The community is a group of people who are related to each other and share common values. Geography is neither a community, a member nor a coincidence alliance.

What is a community? There is no common definition of its role in the education of communities and developing countries. If most people have a school within walking distance, the school community may overlap with the geographical community. But in many developing countries it is not. When the population is sparsely populated in this area, the school community may cover a wide range of geographical communities. In addition, when the geographic community is divided into different cultural, ethnic, or linguistic identity groups, the school community is divided into educational languages, school activities, and members of the school's administrative organization (eg school administration committee, school Council) must be strictly adjusted. And the Board of Education). Based on religion, language, and other cultural backgrounds, there may be several schools in this area.

Conceptually, there are geography, culture, and school (or functional) community. A geographical community is a group of people living on the same geographical boundary. A cultural community is a group of people with the same ethnic, linguistic and / or religious backgrounds and common norms and customs. Finally, the school community is a group of people gathering and working for school management regardless of geographical location or cultural background. The school community may or may not include the diversity of its members' socio-economic and cultural backgrounds. In this paper, we assume that the functional community is an operational definition of community participation in school administration.
