Since the implementation of the Bayh - Dole Act in 1980, the commercialization of university technology has increased. Under this Act, universities have the right to retain inventions of ownership and licenses funded by federal sponsorship (Thursby et al., 2000, 2), universities as an important source of important business inventions (Chesbrough, 2003).
