An example of the evolution of service design can be explained in the "utility bill payment process". Before you can pay your invoice online or on your mobile phone, you have to go to a post office or utility center to make a payment. The lack of design was very obvious when payment of online invoices was first introduced. The process of trying to change the payment of an ongoing invoice is almost impossible. To add 'business', involvement of a customer service representative is required. For the customer, changing the financial institution is very difficult because of the heavy burden of setting all these payments. The impact and impact of service design centered on online payment systems, and the evolution of these processes, how to simplify them and present them to today's end users is very specific.

On-line utility bill payment is a payment transaction that a customer runs public services obtained online from a particular company. By paying utility fee online, consumers can avoid congestion, queue, parking problems and reduce travel expenses and time (Ramayah et al., 2005). Therefore, just by clicking on the mouse, consumers can get utility fees. In Sri Lanka, utility toll payment systems are very different from those established in other countries. As utility bills are usually paid by mail, consumers must go to the payment office to pay the payment. As mentioned earlier, this process usually involves queuing, parking problems, and limited payment options. For example, CEB and NWS & DB will only accept payment by cash or check payment counter. For people busy and focused, these problems can be viewed as troublesome.

Although most Sri Lankan households are not familiar with the concept of paying online utility bills, payment of online utility bills is one of the common ways of paying utility bills, mainly in developed countries such as the United States. Therefore, according to a survey conducted by NLCCDG in 2005, 75% of the cities in the US have introduced 5% of another Web for citizens to pay utility fees (IT Facts, 2005 ). According to the Internet World Statistics website, direct investigation of payment of online utility bills in Sri Lanka has increased significantly over the past few years, so the penetration rate will increase by about 3% in 2010, about 8% in 2009 Did.
