Child abuse is the physical or mental abuse of a child by a parent, guardian, or other person. Reports of child abuse, including sexual abuse, strikes and homicide, are greatly increasing in the US, and some authorities believe that few cases have been reported. Child negligence is also included in the legal definition of child abuse to cover malnutrition, abandonment, and inappropriate child safety. According to reports, in 1985, child abuse incidents were difficult to adapt to complicated and inappropriate foster care services and children's weak legislative system, often failing to distinguish between facts and falsehoods.

Most children are part of the child welfare system, as child abuse or identification of child negligence is often referred to as abuse.
