The resolution of the Charity Association and the House of Representatives is the answer to these questions. Both movements were from the UK and complemented the efforts of religious groups and other associations, like local governments and state governments to tackle urbanization and industrialization issues. Charity association associations and clearing organizations are important forces that shape the development of American social work practices and specialization of social work.

Both charities and settlements bring value to the communities they serve. However, they will behave differently. The settlements are designed to serve individual communities by offering a wide range of services, but charity organizations are collecting funds for various companies and organizations. The biggest difference between the house of reconciliation and the charity is personal treatment. The first batch of settlements in the United States was built in the early 20th century and immigrants rushed to the United States. These houses reflect work of occupation in a form very close to social work as a profession. By 1918 more than 400 villages served nationwide communities
