This literature review considers the educational, social and cultural impacts of international students on domestic students, educational institutions, and accepting communities. In 2001, it was prepared for export education policy program of Victoria University New Zealand Ministry of Education in Collingwood, Wellington. The evaluation entrusted by the Ministry of Education, Culture, Sports, Science and Technology provides information for policy planning and effective planning in the field of international education. This literature review broadly focuses on the field of comprehensive education, specifically discussing Turkey's position in the development of comprehensive education. Therefore, the study of this review began with a scholarship in the field of inclusive education limited to literature on Turkey. The criteria for using the literature are for convenience and review purpose. When planning this literature review, several types of documents were searched through several important terms and several databases and websites. Appendix 1 provides a detailed table of the search terms used, search sites and databases, the number of files reached in a year, and the number of files used.
