Many people deal with anxiety and concern beforehand on the change of the business environment. However, it is not necessarily the case. Many employers use strategies to promote business change with new strategies and aggressive ways. First of all, I would like to investigate the reason why changes in the workplace are concerned about many employees. The fundamental cause of fear of change is that I do not want to give up on the established organizational culture of a certain department or company.

Classification of resistance to change can be categorized as tissue resistance or individual resistance (Toyne & Nigh, 1999).
Changes are inevitable in the life of the organization. In today's business world, most organizations are facing dynamic and changing business environments. They should change or die, there is no third choice. Learning the change, the organization corresponding to it grows and grows, people who do not do so are excluded. The main forces forming each organization exist in a specific context, the organization itself is not an island. Everyone, such as consumers, suppliers, cooperatives, shareholders, governments, etc., always needs to talk with other organizations and individuals. Because today's business environment is multifaceted and complex, changes in the business environment will have a major impact on the organization's HRP. Through the definition of HRP, in order to effectively utilize human resources and achieve business goals, the organization must become a successful organization. Therefore, organizations need to predict the supply of human resources inside and outside through the HRP process. In many cases, existing employees who can be promoted, transferred, demoted or developed are internal supplies. If the internal supply of employees does not meet the demand, the organization needs to find external human resources from the labor market. This indicates that the labor market is an important factor in determining the personnel strategy, so changes in the labor market will affect the organization's HRP.
