Over the years there was discussion on what constitutes informality and formality in administrative law. Administrative law is a legal system that governs the activities of government agencies, including the establishment, determination or enforcement of specific regulatory agenda (Harrington, 2009). Rule formulation and ruling apply to both formal hearing and informal hearings. Whenever the authorization law requires a record hearing, this is a formal hearing, an informal hearing is completed, no record is made, not in accordance with the evidentiary rules, and ultimately determined by the agency (Harrington, 2009).

Specifications are divided into formal and informal. Therefore, they can be called formal or informal law. The official law is the designated state agency, such as the legislation enacted by Congress. In many cases, this corresponds to social needs. Informal law, on the other hand, develops through social interaction and is informally internalized or enforced primarily by non-state actors. Informal agencies manage social groups from village communities to the network. Amid the existence of potential social consensus, they help to create and promote change.

Deviation is a violation of cultural norms. Deviations occur in two forms. It is formal and informal. Formal deviant behavior violates social law and leads to crime. Informal deviant behavior violates social norms. This is an unacceptable behavior of society, but it can not be punished by law. To understand prejudice, we must study why departure and departure of individuals play a role in society. - However, the UK is a culturally diverse country, the concept of deviation may be rather complicated and things classified as abnormal in one group may be fully accepted in another group (cliff, 2013) . Hagen also divides deviations into two categories; social deviation is an act that affects the way others are judged by others.
