Challenge to Establish Stable Democracy Some people pointed out that the purpose of the Bush administration is to make America disseminate democracy all over the world. This might sound radical, but it is actually our foreign policy in the past 60 years. The only difference is that now there is no evil Communist empire and the Soviet Union has collapsed. The United States has a new ideological enemy, a privileged and tyranny regime all over the world, especially in Africa and the Middle East where breeding terrorists breed.

As a democratic official of the Russian Federation of International Development Agencies, I have witnessed the challenge of Russian citizens to acquire independent information to build a more economically stable life for their families. Because of the 75-year communist heritage, government agencies are not used to being deemed responsible by their citizens. To do our utmost to create a global innovation competition is a way for the US International Development Agency and international partners to make use of the presence and potential of mobile phones. Three years ago, we did not know what would become of us when competition began over 12 clubs in Asia, Africa and Asia, about crowdsourcing research, creativity, and launching projects.

In today's world, democracy faces daily challenges. These challenges will affect all countries. As every country has a special way to deal with these challenges, citizens can have some kind of voice. Mature democracy is more stable than consolidating or transitioning democracy, but it still needs to prevent issues that threaten legitimacy. Therefore, they face similar legal tasks when dealing with terrorism, and political culture stands out. Although the definition of terror is various, it seems that opinion agrees on the necessity of social support for terrorism countermeasure and counterterrorism measures of that country.
