This tension is settled by the rules of the military court handbook. The Handbook is an enforcement order to strengthen harmonized military judicial standards by establishing procedural rules and providing guidelines based on the interpretation of the case law. Section 916 (d) of the Armed Court Manual states that: Calley is convicted under this rule. The court does not recognize that it is illegal to "kill Civilians who are the most ignorant or wise in the US military" or "to kill self-defense clearly" There is no doubt. The court pointed out, "The laws of the United States have become a fixed rule for 100 years, it is murder to simply kill the submitted enemies even in the war ...".
Code.mil has released the first open source project eMCM. This is a web-based Courts-Martial manual (MCM) viewer. MCM is the official guide on US military court actions. The current process of updating the MCM is very manual and cumbersome, it can take many hours to find misspellings and inconsistencies by repeatedly crossing between various military organizations. MCM is re-released every few years, so many older manuals are distributed. We chose to use the Affero General Public License (AGPL) for eMCM. Because members of each army have the right to know how eMCM transforms or manipulates the original legal code (ie MCM). Applying AGPL is a small but important method that helps the general public to ensure process freedom and transparency. Since eMCM is still in beta, we are waiting for suggestions from viewers.
