Revenge makes sense. A reasonable definition is "to complete for legitimate reasons". We must know exactly what is legitimate so that it can be justified. Merriam-Webster defines the term "legal" as "based on rule or law." Therefore, in order to complicate the report, it must be executed under the conditions of the law.
