Coral reef restoration is far cheaper than constructing an artificial breakwater in a tropical environment. The expected loss due to floods will be doubled, and damage due to frequent storms will be tripled if there is no top coral reef. In the absence of maximum water level, the flood loss will increase by 91% to $ 272 billion in the case of a 100 year storm.
