In our society police, municipal officials and other busy institutions can decide how parents should raise their parents. Hey, laughing, spanking are all forms of punishment. Punishment is a tool the parent uses to punish children's bad behavior. Abuse is usually a word that can be thrown and provides the meaning of inflation for punishment.
