Many political philosophers have solved the problem of resource rights in certain areas including Leif Wenar and Cara Nine. Both philosophers are trying to correctly judge and discuss who this resource belongs to. Wenar believes that resources in a particular region belong to those in the region. However, the current worldwide commerce transactions can be described as organizations that can not exercise these ownership rights. In particular, it took over national resources and produced cruel authoritarians who earn income by selling them on the market (Wenar, p. 9).
Property rights are exclusive rights that determine how to use resources, regardless of whether the resources are owned by the government or owned by individuals. Society approves the use of ownership holders for purposes of government administration and social exclusion. If the resource is owned by the government, the agent deciding its use MUST operate according to a set of rules established in the United States, Congress, or its executing agency responsible for its role. In addition to determining the use of resources, private property rights have two other attributes. One is exclusivity of resource services. Power is a command. Administrator's use of organization resources is optional. The manager gains power by rank or position associated with his position. Individual rights are granted in an organization in a formal way. It flows from top to bottom of the organizational structure. On the other hand, responsibility is the performance of tasks and the fulfillment of their obligation to perform. In accepting the organization's position, it means that individuals should meet certain job requirements. In other words, the individual is responsible for the outcome of the task to be executed. Contrary to authority, the responsibility of individuals within the organization is always upward. In other words, the men are responsible to their superiors.
