Due to the stability of governance institutions, society enjoy freedom, rights and privileges. Without this stability, society will fall into the landscape, as the lives depicted by Merryman & Elsen (564) are lonely, poor, cruel and short lived. Without knowing the reason for this stabilization, it is always assumed that the government and society are stable. Exposure of social unrest is becoming a big threat to government stability through opposition party and political party speech.

The issue of freedom of expression seems to be a common argument against the revision of the press group. In May 1994, the Academic Freedom Association and scholarships met in Toronto and discussed this special issue. They concluded that "the right to freedom of expression is not an absolute right in Canada, but reviewing the implementation sets a dangerous precedent and leads to the prohibition of certain types of protection" (electronic internet).
