INTRODUCTION: On December 21, 1994, the New York City Council voted to pass a weak, non-smoking air bill (a restaurant under the age of 35 excluding restaurant bar area). The National Smoker Association implemented a large-scale petition and fax campaign which has never been before, but this measure passed through 36-8. On January 10, 1995, the Mayor of Giuliani signed the Smoke Free Air Act and it took effect on April 10, 1995. Since then the controversial issue has attracted the attention of most people who have different views on this subject.
According to the largest analysis of smoking cessation law so far, the hospitalization rate of community heart disease decreased by 15% on average after banning smoking in restaurants, bars and workplaces. This analysis includes 45 studies on 33 laws in US cities and states, as well as countries such as New Zealand and Germany. For example, according to a study published on the Archives of Internal Medicine on Monday, the law prohibiting smoking in restaurants in Olmstead, Minnesota State County in 2002 did not affect heart attacks. However, according to the Mayo Clinic in Minnesota, the 2007 law expanded the ban on smoking to all workplaces, including bars, heart attacks decreased by 33%.
Scientists at the Mayo Clinic in Minnesota analyzed the impact of smoking cessation laws introduced in Olmstead County, Minnesota in the past decade. Most of the county's 144,000 residents are receiving medical treatment from the Mayo Clinic and researchers can obtain consent to track cardiac-related health outcomes. In 2002, Olmstead County called for smoking cessation in the restaurant, and a few years later, in 2007 established a strict smoking cessation law requiring smoking in all workplaces including bars. When they compare the past 18 months, the researchers discovered that the number of heart attacks in the county decreased by 33% and the deaths from heart disease decreased by 17%.
