Abstract: This article is aimed at judging whether a standardized test prescribed by the Federal Government provides equal opportunities for all students. In order to evaluate the effectiveness of the high risk test, I examined the results of English learner at a public school in Texas state in a standard test. In addition, I analyzed the impact of performance degradation on school and student standard tests, and applied them especially to English learners.
