"The Constitution" has not been granted the power of the United States, nor banned by the United States, and is reserved by the state or the people.

Georgia states that since the Constitution does not ban it, "the Constitution does not give the power of the United States nor is it banned by states and citizens." The problem of the 1880s was mainly related to rural areas in the Midwestern Massachusetts and relatively new settlements. When they tried to start a new farm, many farmers in that area suffered from high debt. As a result, the local sheriff seized many farms and people who were unable to pay the debt were imprisoned.
