Admiral Jarok is a traitor especially in his brother's eyes. The principle of defining Romulan is honor and loyalty, and his behavior should not be regarded as faithful. Some may say that his behavior is an act of exile, but his behavior as a Romulan official in this special case made him traitor. A traitor is defined as "a person betraying his own country, career, friend,". (Webster) The true meaning of a traitor is not included in this definition, but it is included in the definition of a betrayal.
Jarok believes that a person can not necessarily be a traitor but an exile ("abandoning people, being bound by equality such as loyalty and obligation"). For me, 'traitor' means moral failure. If a person seeks an entity that requires unethical behavior, that deficiency is moral. On the other hand, Picard brought up strangely harsh attitudes.
