Introduction The Elementary Elementary School (EME) is from kindergarten to fifth grade primary school. School is part of Weld County School Six (WCSD 6). The school has a population of over 500 students. The school is located in Greeley, Colorado, about an hour from Denver by car. An action plan was developed to find a way to improve EME score for EME learners (EL). According to state test data, EL students have a very low growth rate. The purpose of this project is to answer how EME leaders can effectively improve the academic performance of EME learners of English.

Planning: Planning for changes involves discovering the scope and impact of proposed changes, analyzing complexity of changes, resource allocation, development, testing, and documentation of implementation plans and termination plans.
