A More Efficient Welfare State for America, not Simpler

"Just unemployment, how can I do?" After the financial crisis in 2007, the number of people who ask such questions, especially in the US, is increasing due to the rise in the unemployment rate. People are cheerful and need welfare to help them start working again. Welfare policy, which is a topic of long-term discussion, is now more important. The author of this article argues that a welfare state is too complex to measure people and the system itself so that a simpler welfare system should be applied to American society.

The basic income may be a simpler and more transparent welfare system compared to what the welfare state is currently using. It is not a separate benefit plan (including unemployment insurance, child support, pension, disability, housing support) but an income or basic payment that the benefit plan can increase. This can reduce the administrative processing and bureaucracy necessary to check the eligibility. Economic situation surveys and lack of similar bureaucracy can save social benefits that can be used for grants. The basic income global network (BIEN) advocates economically viable implementation, claiming that the basic income cost is lower than the current social welfare survey.

The welfare state of Latin America is regarded as "welfare state under transition" or "emerging welfare state". Mesa-Lago classifies these countries according to past experience in the welfare system. Pioneers were Uruguay, Chile and Argentina as they began to develop their first welfare plan after the Formosas model in the 1920s. In other countries such as Costa Rica, a more general welfare system (1960 's to 1970' s) is developed in which the social security system is based on the Beveridge model. Researchers such as Martinez-Franzoni and Barba-Solano tested several welfare system models based on the Esping-Andersen type test. Other scholars like Riesco and Cruz-Martinez have studied the development of the welfare state in this area.
