In a person's life, make decisions, endure results, and accept rewards. In most cases, people are not thinking about taking action on possible behaviors and decisions, but few people recognize the causal relationship of decisions by thinking about it. Non-rural issues: Especially at the federal level, most decisions have little to do with regional settings. Regional decisions must have been made at neighborhoods, municipalities, and loose state levels. (Many states are too large to be "rural") so we can not vote through party and place. These factors are difficult to deal with real challenges that we need to navigate jointly. The Constitution was written for the land republic. The level of complexity expected to face officials absolutely does not include nuclear power and weapons, electronic surveillance, climate change, network neutrality, air traffic control and so on. Whether policy makers are public or individual, decisions must be authoritative. These are decisions made by individuals or groups with authority to perform decisions and this type of decision can be made at different levels. For example, within the government, you can make a decision to delegate authority by the president, the cabinet bureaucracy, the government chief director, the legislator, the governor, the state legislature, the public health committee, and many others.
Any organization is a process, person, or other "system" system. The output and success of such a system is related to the decisions people made. The decisions made by people in the organization are influenced by the information and experience they have in making decisions. Access to current information, expertise, objections (other experiences) leads to better decision-making. Therefore, the effectiveness of any system is directly related to the level of consciousness of the person operating it.
