When discussing the most profitable industry in the world, the concept of parking lot is usually not included. However, the theme of the parking lot is no longer considered luxury, but now it is considered a necessity. The main reason why society recognizes parking lots is the parking policy that developers must obey. With these policies, society began to rely on cars as its major transportation. As a result, these policies, through the creation of causal reactions, create a business that affects technological progress that causes economic, environmental and social problems in our society.
The policy contains management laws and regulations, and policy statements should reflect this fact. Regulation is important to shape economic and social welfare. The purpose of regulatory policy is to ensure that regulation functions effectively and profitably. Regulatory policy is a relatively young field that is formed in various ways outside the OECD countries. However, different approaches tend to achieve common objectives. Many OECD countries did not have regulatory policy ten years ago; they are doing most of it now. There is growing concern about the use of regulatory policies to deal with a wide range of social issues such as fairness distribution and sustainable development. There is no room for confidence that it will transform regulatory policy into truly effective support for achieving public policy goals.
A common tool to achieve these goals is the parking fee. Analyze the background issues facing the local government (LG) and design parking policies to determine the optimal parking fee. The purpose of this paper is to develop a metered economy model to calculate the optimal parking fee for Cluj Napoca city in Romania. Why is this necessary? The answer comes from the analysis of the current parking policy of Cluj Napoca. By implementing the current public parking policy, local governments have failed to achieve social optimization. The situation of traffic and parking lots is the same as without government intervention. In view of certain aspects of all these issues, a new or revised parking policy is required
