The scope and contents of the GATS entry address are actually very limited. According to the definition of Article 1d (Annex 1B, 1994), "mode 4" (one of the four modes or categories of international trade in services) involves the movement of natural persons across borders. In Part 4 we are seeking negotiations between members to reduce trade barriers in the four compensation models and incorporate them into the timetable. The second and third sections provide parameters for MFN and domestic treatment for agreements achieved under the GATS framework, as well as agreements under GATT.
This article outlines a case study that explains decisions made by decision makers to make better use of the advantages of immigration control. These cases also indicate that effective policies are often not easy to develop. They can be technically and politically difficult to implement, and they need leadership, commitment, cooperation and investment. But they also help policies encourage immigrants, create employment for local people and become a net immigrant when mobilizing political will and resources. At the same time, we will eliminate the labor shortage with a real temporary visa, promote the contribution of immigrants as innovators and entrepreneurs, and turn proficient immigrants into common interests.
There is a growing need to deepen the understanding of development and immigration relationships by promoting immigration control from all levels of development, in immigration / asylum policies, or in other areas that may affect immigration or immigration . Consideration on these aspects should be consistent with policy consistency for development work plans and should respond to changing needs of partner countries.
