INTRODUCTION In the 2000 presidential election, George W. Bush and Goa were there. It will be one of the closest elections in American history. It is also one of the most controversial things. The final decision was based on hundreds of votes in Florida. The controversy began with the media prematurely announcing the winner twice based solely on export opinion polls. They eventually acknowledged that the number of Florida was too close to the forecast. As a result of many court appeals and aggregation of votes, the election will eventually take a month.

Recent events indicate that there is a need to change specific parts of American society, ie electoral colleges. The so-called "decision of 2000" is the presidential election in 2000, the election between George W Bush and Goa. It is necessary to change the electoral college because it is complicated, it leads to different campaigns and becomes obsolete. This will affect not only Congress, presidential candidate, Supreme Court but also current and future voting citizens. Due to the recent elections and the associated complexity, this issue is an urgent task. Such changes are necessary, but some of the possible outcomes are the need to change the constitutional amendment, the Supreme Court trial and the way of the presidential election campaign. I am involved, as I am a newly registered voter. This short process will be the basis of my viable solution.

I am Jameson Quinn and I am currently acquiring a doctorate in statistics at Harvard University. Since the 2000 presidential election in 2000, I have been involved in voting theory and voting reform activities. I am the electoral president of electoral science center which is the electorological .org. I redesigned the Hugo Awards nomination process using members of the World Science Fiction Association (WSFS), using specially designed proportional balloting method E Pluribus Hugo to prevent a few voters from taking over nominations I helped to do. (This is a two year effort, here is my refereed papers with Bruce Schneier.)
