In the early 1980s, Bosnia and Herzegovina began to address the issue of abuse of various psychoactive substances. This has been proven by data from prevention and treatment drug addiction consultation at the clinical center psychiatry clinic of Sarajevo University from 1978 to 1992. At the end of 1991, the center registered 1,000 drug users, of which 50 were heroin regulars who received methadone maintenance therapy. In the spring of 1992, all organizational activities to prevent and treat drug poisoning were canceled. During the war between 1992 and 1995, only a few drug addicts were treated due to excessive abstinence and toxic psychosis. Damage from devastating war affected the social and economic turmoil of society as a whole in Bosnia and Herzegovina. Most of the population was killed or seriously injured. Most civilians are expelled from their homes in the country and around the world. Violence against yourself and other people, positive and stressful domestic violence, and numerous stress related mental disorders are still a characteristic of our society. An important characteristic of such a society is alcohol abuse, tobacco, and drug abuse that starts with various drugs. Although the extent of this social pathological problem is unknown, it is not clear how many confiscated drugs, the number of legal proceedings related to drugs, the number of people who came to medical institutions due to drug-related problems, And the number of occasional investigations is unknown. . Young people said that this problem is becoming more serious than those who want society to believe. All of these indicators show that harmful alcohol, tobacco, and drug use issues in society have multiple adverse effects in society, and we can not expect that these trends will be positive in the near future. Obviously, without community support on this point, we will not be able to achieve some good results. Without national and regional strategies and preventive programs to prevent the use of alcohol, tobacco and drugs, we can not successfully prevent the use or abuse of legitimate and illegal psychoactive substances.
Psychoactive substances are found in alcohol, illegal drugs and recreational drugs, and even in some plants and even animals. Alcohol and caffeine are the most used psychoactive drugs for people to change their mental state. These medicines are legally available, but if you ingest too much they may still be harmful physical and psychologically. In many cases, people decide when and how to use psychotropics. However, in some cases, psychoactive drugs are used to alter the mental state of that person to take advantage of this person. As a general example, in the United States there is an illegal date rape medicine Rohypnol, but even if you take medications prescribed by others, you also need to know that it is prescribed in an unexpected way . Illegal
