International law is an integral part of the international community and an agency that provides rules for national cooperation (Bull 1995: 132). First of all, is it consistently expressing common values of human rights among nations? International law is primarily concerned with maintaining order, such as restrictions on the use of force under Article 2, paragraph 4 of the Charter of the United Nations and principles of non-intervention to support Article 2, paragraph 7 (Jackson 2000: 18). Since the end of World War II, human rights law has become increasingly important. Although not legally binding, the Universal Declaration of Human Rights (UDHR) was enacted in 1948. Two treaties were signed in 1966 to develop a legally enforceable treaty with a clearer right. Thereafter, several treaties were introduced, focusing on specific issues such as torture, rights of children, rights of women.
